Scope of Work:

The Portfolio Optimization Manager provides management oversight of 14 personnel and planning, policy, direction, and execution of the following programs:  Capital Improvements, Energy Management, Community Planning, Cultural Resources, Environmental Planning, and Real Estate/Real Property programs in support of US Air Force Academy missions.  Collaborates closely with government partners (customer) to ensure programs meet or exceed Air Force Instructions and contract Performance Work Statement standards.  This position reports to the Engineering Division Manager.

Responsibilities:

  • Capital Improvements: Oversee the planning and execution of the USAFA Capital Improvements program to meet all AF Civil Engineer Center (AFCEC), USAFA Headquarters, and 10th Air Base Wing program requirements.   Integrates multiple organizations’ construction, repair, renovation, and sustainment facility requirements into a 5-year Capital Improvements program (Base Comprehensive Asset Management Plan (BCAMP)) and locally funded program worth over $500M.  Ensures projects are properly documented, prioritized, authorized, approved, and funded in accordance with all laws, policies, and regulations using the AF Form 332 Work Request or DD Form 1391 documents.  This includes multiple facility funding sources such as Military Construction (MILCON), Sustainment, Restoration & Modernization (SRM) Operation and Maintenance (O&M), Medical, Non-Appropriated Funds (NAF) and Demolition.   Facilitates Concept Charrette Report program to better define customer facility requirements.  Oversees initial planning cost estimates using parametric cost estimating tools for facilities and infrastructure maintenance, repair, and construction projects as needed.  Obtains approval of the Capital Improvements program, and other items such as facility siting’s, space management, and real estate/property transactions as executive secretariat for the Installation Facilities Board and Facilities Board Working Group.  
  • Energy Management:  Oversee development and maintenance of the Installation Energy Management Plan including plans, projects, and strategies to meet current energy mandates and address new statutory and policy requirements.  Provide guidance to the Energy Manager who maintains utility meter data, monitors, and produces monthly utility usage reports, reimbursable billing, annual energy management reports, prepares energy management briefings for base leadership, identifies and programs energy conservation projects, manages the design of energy projects, responds to data calls from various government agencies, and provides energy awareness education to base personnel.
  • Community Planning: Oversee full service comprehensive planning commensurate with other nationally recognized universities to include facility trends in higher education and NCAA Division I athletics.   This includes the following:  develop and maintain the Installation Development Master Plan and supporting District Plans; manage off-base planning coordination activities, the facility and infrastructure site planning process, and airfield planning; assist base leadership to determine long range plans, construction programs, and land uses; prepare and coordinate waiver packages to airfield criteria for permanent and temporary obstructions; and perform executive secretariat responsibilities for the Installation Mission Sustainment Team that addresses off-base encroachment on USAFA property, airspace, and natural resources.
  • Cultural Resources:  Oversee the Cultural Resources Management (CRM) program for the Cadet Area National Historic Landmark District, structures that are listed on or eligible for the National Register of Historic Places (NRHP), eligible or listed archaeological sites, historic buildings and districts, and properties of interest to Native Americans to ensure impacts to these areas are avoided, minimized, or mitigated and properly consulted through the National Historic Preservation Act (NHPA) Section 106 process. Coordinate and support formal and informal consultations with federally recognized Native American tribes to include event coordination, scheduling, and conducting site visits. 
  • Environmental Planning:  Oversee the Environmental Impact Analysis Program that includes environmental assessments and environmental baseline surveys supporting facility and infrastructure programs and other events on USAFA, ensuring impacts are fully assessed and incorporated into the decision-making process in accordance with National Environmental Policy Act (NEPA) requirements. 
  • Real Estate/Real Property: Oversee real estate/real property management and accountability support for all DoD and AF Real Estate under USAFA’s authority. Prepare as required all appropriate documents related to acquisition, disposal, utilization, and management of Government property. Maintain accurate database of all real estate assets and records.   Perform a physical inventory of all base facilities, capture capitalization of costs, oversee in/out grant and facility use license programs, and boundary surveys.
  • For all programs: ensures subordinate functional areas review facility and infrastructure project designs and provide feedback to the project manager; prepares and/or coordinates replies to AFCEC, USAFA staff, and Higher Headquarters; oversees update of the Automated Civil Engineer System (ACES) for all programs; performs self-inspection in accordance with Air Force inspection criteria and prepares and executes corrective actions as needed; implements tracking procedures for all taskings and packages being coordinated; review policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.

Minimum Requirements:

  • Must possess strong managerial skills and be able to handle multiple priorities simultaneously.
  • Experience in Air Force Civil Engineering organization to include capital improvements programming, design, and/or construction and knowledge of the Civil Engineering and Air Force funding process.  Key funding sources include MILCON, O&M (S/R&M) and Non-Appropriated Funds (NAF).  NAF funding includes privately funded projects.  
  • BS degree in Engineering or degree in Architecture from ABET accredited university program.  
  • Must have strong skills in software programs like Excel, Word, Power Point and possess strong analytic skills to process large quantities of data quickly, accurately, and be able to perform quantitative and qualitative analyses to identify trends, anomalies, errors, etc. 
  • Experience providing excellent customer service in supporting contract responsibilities. 
  • Ability to work in a fast-paced environment handling multiple tasks in a given time and rapidly adapting to changing priorities and schedules under pressure of deadlines while maintaining acceptable performance standards.  
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check. 
  • Must have and maintain a valid state driver’s license.  
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.  Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
