Scope of Work:

Serves as primary Environmental Specialist for Petroleum Oils and Lubricants (POL) to review and update environmental plans, applicable regulations, permits, sampling plans, compliance plans and other written submittals to the client and other governmental agencies in accordance with the PWS at the United States Air Force Academy. The Environmental Specialist will have expertise with one or more of the following subject matters: POL, above ground storage tanks (ASTs), underground storage tanks (USTs), Hazardous Wastes (HW), Hazardous Materials (HM), pollution prevention, solid waste and toxic substances.

Responsibilities:

  • Ensures all applicable plans and permits are current and up to date with Federal, State and local regulatory requirements. Additionally, will review Air Force Instructions (AFI’s) and other DoD requirements for specific plans, equipment and circumstances for compliance evaluations.
  • Provides timely and high-quality deliverables to client. Deliverables for each specific medium are identified in the PWS.
  • Conducts all required sampling, inspections, and monitoring for their respective mediums, and files electronic versions of all test results in the organization’s designated file location.
  • Conducts inspections of Spill Prevention Control and Countermeasure (SPCC) applicable equipment including ASTs, USTs, fuel delivery systems, construction work sites, oil/water separators to assess and ensure compliance with the SPCC plan and all applicable environmental regulations.
  • Identifies requirements for infrastructure projects, review of site maps or repairs necessary to satisfy any regulatory requirements pertaining to AST/UST capacity, maintenance, operations, and repair/replacement of oil/water separators.
  • Serves as the point of contact (POC) for compliance activities associated with CDPHE agency POL inspections.
  • Accurately maintains AST/UST program compliance and resource management data in the Storage Tank Accounting and Reporting (STAR) and Facility Power modules of APIMS and other applicable government designated repositories (e.g. T-EMP, eDASH, etc.) monthly.
  • Provides assistance to the POL Manager with the annual SPCC plan site review.
  • Coordinates site visits for AST/UST service contractors for annual inspections and testing requirements.
  • Maintains regulatory required certifications necessary for successful performance in their respective areas of expertise.
  • Assists with other programs as needed and cross trains with other program areas.
  • Must be willing to serve as the on-call specialist for Spill Response on a weekly rotation with other Environmental Specialists.
  • Performs other duties as assigned consistent with the position’s requisite technical skills, program requirements, and the administrative requirements of the KIRA contract.

Minimum Requirements:

  • The Environmental Specialist shall have 3-years’ experience in environmental compliance programs in a specific medium/area such as petroleum fuels, storage tanks, pollution prevention, hazardous materials, hazardous waste, solid waste, and toxics.
  • Must possess a Colorado Division of Oil and Public Safety – Class A/B UST Operator Certification or obtain this certification within 60 days of hire.
  • Must have experience with managing/handling/storage of hazardous materials, petroleum products and hazardous waste, spill response and cleanup activities. Must have experience responding to petroleum spill events, cleanup activities, recording/reporting spill characteristics and agency notification. Must have current 40-hour Hazwoper training.
  • Must have experience with collecting environmental samples, identifying proper laboratory analyses, interpretation/evaluation of laboratory results.
  • Experience in either DoD, Government Service or Contract Support is desirable.
  • Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must have and maintain a valid Colorado driver’s license in accordance with state law.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy, and have the ability to safely operate a company vehicle. Must have the ability to safely operate a company vehicle.

Training:

  • All conferences, workshops and seminars as deemed necessary by the supervisor or the position. Completes all safety, anti-terrorism, fire extinguisher, asbestos awareness, and any other local, state, federal, installation required, and any other training deemed necessary by the supervisor or position.
